Trump Campaign Files FEC Complaint Against Harris Over Biden Campaign Funds

In a developing story, former President Donald Trump’s campaign has filed a complaint with the Federal Election Commission (FEC) against Vice President Kamala Harris. The complaint accuses Harris’s 2024 campaign of violating federal campaign finance laws by taking control of Joe Biden’s campaign funds following his withdrawal from the race.

David Warrington, general counsel for the Trump campaign, argued that the Biden campaign improperly renamed its committee from “Biden for President” to “Harris for President” and rolled over $91 million in funds. “This is little more than a thinly veiled $91.5 million excessive contribution from one presidential candidate to another, making a mockery of our campaign finance laws,” the eight-page complaint stated.

Warrington further emphasized that federal candidates are prohibited from retaining contributions for elections in which they do not participate. The complaint contends that the Biden campaign has shown no intention of refunding or re-designating the general election funds it has received, labeling them as excessive contributions.

While it remains uncertain whether the FEC will act on the complaint, the Trump campaign is seeking to slow down Harris’s momentum with voters and donors as she emerges as the presumptive Democratic nominee. The strategy reportedly includes opening new legal battles to prevent Harris from accessing Biden’s funds, though the complaint stops short of a lawsuit.

Warrington requested that the FEC enjoin the transfer and, if deemed unlawful, consider issuing a fine or making a criminal referral to the Department of Justice.

The Harris campaign views the complaint as a baseless legal maneuver intended to hinder their progress. According to a source familiar with the campaign’s perspective, the Biden-Harris committees have always been authorized for either candidate. In a statement, the Harris campaign highlighted their fundraising success, noting they raised $100 million in donations within 36 hours of Biden’s withdrawal. “Baseless legal claims—like the ones they’ve made for years to try to suppress votes and steal elections—will only distract them,” the statement added.
